But a new report from the Grattan Institute claims the government should not underwrite investments on the grounds of reliability.

It says 97 per cent of outages can be traced to problems with the local poles and wires that transport power to homes and businesses — not by a lack of power generation.

The report says the reliability of renewables could be enhanced with adjustments to connections with the grid.
